What is the Principal Designer role?

The Principal Designer role is a key part of construction projects across the UK, particularly those involving more than one contractor. Although the term is widely recognised, there is still uncertainty about what the role involves in practice.

Under the CDM Regulations 2015 (2016 in Northern Ireland), the client must appoint a Principal Designer during the pre-construction phase. The role is responsible for managing and coordinating health and safety during the planning and design stages, before work begins on site.

The main aim of a Principal Designer is to reduce risk through effective planning and design. Many construction issues stem from early project decisions, so identifying hazards at design stage helps remove or reduce risks before contractors start work.

The role involves working with architects, engineers, consultants and specialist designers to make sure health and safety is considered throughout the design process. This includes reviewing safe access, maintenance needs, structural risks, temporary works, sequencing, existing services and how trades will interact during construction.

Coordination is one of the most important parts of the role. On complex projects, several designers may be working independently, and without clear communication, risks can be missed or passed on to contractors. The Principal Designer brings these elements together and keeps health and safety central throughout the project.

The Principal Designer also helps prepare the Pre-Construction Information and ensures the Health & Safety File is completed and handed to the client at the end of the project.

In practice, the role should go beyond paperwork and compliance. A good Principal Designer will challenge designs where needed, find practical ways to reduce risk and help projects run more efficiently from the start. Early involvement can prevent delays, redesigns and costly issues later on.
